Rest API trading is not enabled

Request /api/v3/order,can not work
response:
{“code”:-2010,“msg”:“Rest API trading is not enabled.”}
but Request /api/v3/account can work,
How can I fit it?

Do you give spot trading permission for the API key?

api.binance.com can work,
but www.binancezh.jp can not work
