I want to make a quick withdrawal using Python.

I am a beginner at computer skills.
I created an API in Binance. And I downloaded the library from GitHub and installed it in cmd from my Windows PC.

What do you mean by the part I underlined in blue on the site?
And do you know how to apply the fast withdrawal code?
